Is network speed throttled if my server exceeds its quota?

No. Your server's network speed will not be effected if the monthly network data transfer quota is exceeded.

Excess data charges will apply instead.

Excess data is charged at $0.01 per GB

No. We're not able to clamp or throttle network speeds on customer servers, either temporarily or permanently, inbound or outbound.
